When fellow operatives (and childhood friends) Matthew Johnson and Melvin Johnson disappear during an undercover mission in Hong Kong, Cleopatra Jones (Tamara Dobson) travels there to find them. With the help of local detective Mi Ling, Cleopatra discovers that her friends' disappearance has to do with The Dragon Lady, a much-feared blonde "lipstick lesbian" who runs a Macao casino and controls a major chunk of the local drug trade.

Did you know
• Stella Stevens was chosen for the role of Dragon Lady when the Hong Kong production company could not find a suitable Chinese actress that spoke fluent English.
• Even though the Cleopatra Jones films were hits, star Tamara Dobson wasn't able to capitalize on them. The blaxploitation genre soon dried up and she never become a huge star. They were her only leading roles.
• Tamara Dobson did her own makeup for this film, and in an unusual move she was credited for this in the opening credits.
