Dylan Neal, who starred as Sergeant Deke Slater in the first "The Presiden'ts Man", was also supposed to work on a sequel, but ultimately another actor (Judson Mills) was given the role because Neal's agent asked for a bigger salary.

Originally sub-titled Ground Zero but was changed after the 9/11 attacks. However the TV channel "Universal" still uses Ground Zero as the subtitle.

Like the original "President's Man", this movie draws considerable inspiration from the book series "Remo Williams: the Destroyer", which was created by Warren Murphy and Richard Sapir. The novels and the film both deal with a hotheaded "diamond-in-the-rough" (Deke Slater was Special Forces, while RW was a cop) who is covertly sprung from prison to be trained as "The Hand of God"...an invincible dispenser of justice whose very existence, as well as his identity, are known to a select few. Thus Deke Slater is essentially Remo Williams with two Chiuns (the McCords).
