The Coast Guard has had a history of imposing serious restraints on deaf boaters, ultimately losing cases in court when challenged. With the passage of the Americans with Disabilities Act (ADA), any restrictions imposed on deaf fishing boaters must be reasonable and take account of current technology to assist the deaf and hard of hearing.
